This report contains a historical overview of the interest in ignition interlock devices and the early development and research on different types of devices. It provides a description of current technology, its use, the results of some laboratory testing of current devices, a description of current state legislative and judicial activity, a discussion of the problems this technology must overcome, and an assessment of the effectiveness and potential for application in preventing alcohol impaired driving. The report concludes that the technology is feasible but there is not yet sufficient evidence available to judge the effectiveness of the devices in deterring alcohol impaired driving. (A)
