In Victoria, 8- 10% of fatal accidents involve a driver with a previous drink driving conviction, most commonly within the previous six years. One approach to this problem involves the use of breath analysis devices fitted to the car, so that the vehicle cannot be started until a breath test has been passed. Victoria is planning a trial of the effectiveness of such devices as a condition of re- licencing for drivers who had lost their licence for a drink driving offence. The paper describes the practical problems that must be overcome in such a program, and the procedures developed to overcome them.
