PPG13 : a vehicle for promoting the new agenda for a sustainable transport and land use policy.

The paper summarises the main problems found to be constraining implementation of PPG13 and describes selected recommendations and progress in relation to the following three areas of concern: (1) Co-ordination of Policy Development at national, regional and local level, particularly in the preparation of integrated strategies for urban and rural development - to address the concerns that adopting PPG13 policies on e.g. use of brownfield sites otherwise puts authorities and developers at a competitive disadvantage; (2) Consistent Policy Implementation in terms of the basis of information available for making decisions on the location and density of development - to address the concerns that e.g. the effects on journeys and modal split are not sufficiently understood; and (3) Complementary Measures in terms of financial incentives, regulatory provision, and public awareness - to encourage the changes in attitudes and behaviour that would mean that the opportunities brought about by the land use/transportation system could be realised.
