Literature suggests that private participation can lead to major improvements in infrastructure provision. One of the ways Spain has chosen to overcome the challenge of keeping up with considerable rates in infrastructure investment while maintaining budgetary stability was to encourage a higher level of private financing - mainly through concession contracts (PPP). Spain is one of the leading countries worldwide in the field of transport infrastructure concessions - six Spanish companies are among the first twelve companies in the world ranking on transport infrastructure concessions. In addition, Spain has recently developed a new legal framework, which constitutes a reference for many other countries in the European Union.
