In 1998, the Dutch Ministry of Transport and Public Works cancelled the regular planning procedure to realise highway 16/13. In 2000, the authorities of the Rotterdam district initiated a feasibility study to explore the opportunities for Public Private Partnership (PPP) concerning this highway. In cooperation with VNO-NCW-West (employers' organisation), the authorities of the Rotterdam district defined the optimal approach to conduct this feasibility study. At this moment in time, both public and private parties were reluctant to create a PPP. Therefore, the first step in the process consisted of a broad 'quick scan' on four major subjects: development locations, road pricing, public contribution and private contribution. During two workshops representatives of both public and private parties explored a base for partnership. Based on the four pillars, the conclusion of the 'quick scan' is that there is no viable bussiness case for PPP, at this moment in time. However, the 'quick scan' also indicated that the support for realising highway 16/13 is growing. Knowing this, the initiative is back in the hands of the Minister of Transport and Public Works, who has to undertake the next step in the process of realising highway 16/13.
