The Philippines is one of the most disaster prone countries in the Asia-Australasia region and is seeking a strategy for preparedness to cope with frequent disasters affecting infrastructure. An important issue is how to balance the investment for new road and bridge development projects with preparedness for civil engineering work on roads or bridges damaged in disasters. Due to the yearly occurrence of disasters, it is necessary to give high priority to preparedness, so that a response to the disaster can be made without delay. This concept should be seriously recognized by engineers in order to prevent people from being the victims of disasters in the future.
