Performance based maintenance contracts (PBMC) are increasingly being implemented in developing countries in South America and Asia. Apart from PBMC being a new concept in developing countries, there are also unique challenges to implementing PBMC within the backdrop of severely constrained maintenance regimes and limited resources. Indonesia is in the process of implementing its first long term (5 year) performance based maintenance contract (PBMC) for the nations state highway network. As a precursor to the implementation the Directorate General of Highways (DGH) and the World Bank, commissioned Opus International Consultants in association with MWH NZ Ltd to undertake a multipart study that amongst other items aimed to determine the industry capacity to undertake a PBMC; assets that should be included in the PBMC; criteria for selecting a pilot trial site; and legislative, policy and other potential obstacles to the implementation of PBMC. This paper will be of value to any road agency considering implementing a PBMC. The paper presents the approach taken to gain the results, how various risks identified could be mitigated, the recommended contractual relationships for the pilot trial, and the timeframe requirements to implement a pilot trial of PBMC.
