Investigations were made by a panel of experts on safety standards of the BART urban transit system, to examine the start-up problems and failures in the electric train detection system caused by poor wheel-rail contacts. techniques for improving reliability and safety in the operating system are outlined. The final report contains a list of modifications to be applied in the train control system, and other recommendations to be made.
