Prevention or enforcement : the question on agenda in the Czech Republic.

The change in the whole society which occurred in the Czech Republic by the fall of the strong centralistic communist regime in 1989 has brought substantial changes into the traffic police work. These changes resulted into very rapid growth of a number of accidents and persons killed and injured in the Czech Republic. The problem of the traffic law enforcement cannot be taken separately but has to be taken as a part of the whole road safety system which: on one hand has to respect the right of each citizen for a mobility, and which on the other hand has to assure suitable level of road safety for all road users through effective measures, including the traffic law enforcement. The balance between education, road safety engineering measures and the law enforcement has to be discussed. So in the Czech Republic the question "Prevention or enforcement ?" instead of the question "Enforcement to deter or to detect ?" is still on agenda. (A)
