Papers presented at the seminar considered policy and planning issues concerning multimodal transport infrastructure. The papers are grouped in the following themes: (1) External costs and their impact on infrastructure programmes; (2) Current methods for appraising and prioritising infrastructure projects; (3) Multimodal programmes and economic development; (4) The role of technology in achieving a multimodal infrastructure; (5) Strategic planning and programming of infrastructure; (6) Public involvement and institutional aspects; (7) Private/public funding to support multimodal infrastructure; and (8) Innovative terminals and their effect on multimodal infrastructure.
