This report is divided into three sections. The first reviews the available information on the nature of the drinking-driving problem. The evidence that the problem can be reduced through effective countermeasures programs is summarized and the various target populations which must be considered in the development of a countermeasures program are described. The second section is devoted to an analysis of the weakness in the present enforcement systems presently used in the U.S. and in a discussion of various countermeasures and their probable effectiveness. The final section of the paper describes a specific recommended action program for the NHSB. The recommended program encompasses activities to be undertaken by the Highway Safety Program Services in carrying out the provisions under Section 402 of the Highway Safety Act of 1966 and activities to be undertaken by the National Highway Safety Institute in the areas of demonstration projects, manpower development programs and countermeasures research.
