In January 1991, highway safety leaders representing federal, state, local, and private sector organizations, along with experts from Australia, Canada, and the United Kingdom, participated in the National Leadership Conference on Increasing Safety-Belt Use in the U.S. to plan a nationwide strategy encouraging more Americans to buckle-up. The mission of the participants was to develop an action plan to assist in achieving President Bush's goal of 70 percent belt use by the end of 1992. A portion of the conference was devoted to studying the successful techniques used in Australia, Canada, and the United Kingdom to reach belt-use rates of up to 80 to 90 percent. Successful efforts in the states of California and Hawaii were also highlighted. Meetings and panel discussions during the three-day conference focused on: overview and update on U.S. experience; foreign experience; state experience; the media; and private sector experience. (A)
