Billings, Montana recently updated its community-wide non-motorized transportation plan. For the City of Billings, two separate prioritization methods were developed, one for proposed primary on-street bikeways and another for proposed multi-use trails. The criteria used for prioritizing on-street facilities were route continuity, non-motorized travel demand, bicycle compatibility index, and public opinion. The criteria that were used for prioritizing multi-use trails were safety, connectivity/accessibility, route continuity, aesthetics/recreational value, nonmotorized travel demand, and public opinion. This paper will present the reasoning behind the development of this prioritization method, as well as provide a summary of similar methods being used in other areas.
