This report documents the findings from investigation of international ITS procurement practices through a literature review, case studies and interviews with stakeholders. A total of 14 case studies from six selected countries namely the US, UK, Netherlands, Japan, Singapore and Hong Kong are compiled and analysed. The ITS procurement strategies and relevant guidelines from these countries are reviewed, with the selected case studies covering a broad range of scale, budget, risk and complexity levels of ITS projects. Lessons learned from the ITS procurement case studies are summarised and consolidated into the following areas: applying a systems engineering approach for decision-making, risk management, ITS master plan, nationally consistent standards and approaches, resourcing, relationships, value for money, systems integration, operation and maintenance considerations, contractor selection criteria and performance measurement, specification management, procurement of innovation and solutions, contract shells, intellectual property rights and liability and ITS and civil integration. To improve the ITS procurement practices in Australia and New Zealand, an ITS procurement toolkit based on lessons learned from both overseas and domestic case studies is recommended. The proposed toolkit covers topics such as the need to development of an ITS master plan, the proposed decision model for procurement model selection, proposed selection criteria and performance measurement, establishment of a collaborative relationship and development of nationally consistent standards and approaches.
