This study evaluates nearly all 'Territorial approach' (Gebiedsgewijze Aanpak (CGA)) projects in the Netherlands. The aim is to arrive at an evaluation study into the CGA effect. The aim of CGA is to influence the modal split in commuting traffic by taking measures directed at a business district. When limiting the number of projects, it was attempted to achieve a good spread of projects according to a number of characteristics. These include: (1) areas inside versus outside the Randstad; (2) the public transport quality; (3) the number of employees per project; (4) the number of companies per project; and (5) the manner of organization. In a first proposal seven projects were selected that make it possible to carry out a quantitative study of each of the CGA characteristics. Due to the high costs, the study has examined how the number of projects can be limited still further. However, this would mean that all CGA characteristics could no longer be studied in a quantitative way. Instead of this, an assessment of the effect will have to be made on the basis of interviews, informed guesses, and literature data. These qualitative assessments can be made well for a number of characteristics. Consequently, two other proposals were made with respectively four and three territories.
