Proposed program implementation plan for occupant restraint usage : fiscal years 1980 to 1984.

The purpose of this program implementation plan is to increase the number of people who use occupant restraints while travelling in motor vehicles. Occupant restraints include active safety belts, air bags, automatic belts, and child restraints devices.
