A proposed system for guiding travel-intensive land uses towards areas with high public transport accessibility.

In terms of South Africa's National Land Transport Bill, it is required that efficient and integrated transport and spatial development be promoted by all relevant policies, administrative practices, laws, and plans. The Bill particularly emphasizes the need to discourage the dispersal of employment and other travel-intensive activities. Against this background there is a need for specific location policies and strategies aimed at achieving better integration of employment and other travel-intensive land uses to promote public transport ridership and to discourage the use of private automobiles. This paper briefly reviews some of the "best practices" internationally with a focus on the Netherlands "ABC location policy", and provides a preliminary design of a proposed system for the management of travel-intensive land uses in South Africa. The French title of the paper is: "Un système proposé pour diriger des activités génératrices de fortes mobilités en direction de régions de haute accessibilité par transport public".
