In terms of South Africa's National Land Transport Bill, it is required that efficient and integrated transport and spatial development be promoted by all relevant policies, administrative practices, laws, and plans. The Bill particularly emphasizes the need to discourage the dispersal of employment and other travel-intensive activities. Against this background there is a need for specific location policies and strategies aimed at achieving better integration of employment and other travel-intensive land uses to promote public transport ridership and to discourage the use of private automobiles. This paper briefly reviews some of the "best practices" internationally with a focus on the Netherlands "ABC location policy", and provides a preliminary design of a proposed system for the management of travel-intensive land uses in South Africa.
