Driving a motor vehicle is a complex task involving psychomotor, perceptual, and cognitive skills that take time and practice to develop and integrate. Because errors can readily lead to serious consequences, it is important to give beginners time to develop their skills and protect them while they are in the initial learning stages. Beginning drivers should achieve greater competence than is typical under current licensing systems before they are allowed to drive anywhere, anytime, with anyone. (A)
