Samenvatting
This article considers the statutory duty of UK highway authorities to ensure the safety of road users during winter conditions, with particular regard to vulnerable road users - cyclists and pedestrians. Many winter service providers have adequate prioritisation policies that serve the motorist but may now need to review their policies in respect of vulnerable users. Traditional road de-icing agents are not necessarily effective for ensuring the safety of cyclists and pedestrians, especially where cycle- and footways are separated from the highway. Local provision of promoted pedestrian or cycle facilities needs to be considered by a highway authority when reviewing maintenance policy and practice. (Author/publisher)
