The provision of new rail infrastructure in Europe : are common project templates emerging?

The urgent requirement for investment in new railway lines is described in relation to the projected population growth for London up to 2016 (with reference to other expanding cities). The encouragement of the private sector in financing this investment is considered important. The development of rail project templates for use in the EU to revitalise its railways is discussed in relation to the EU Rail Directives. Other initiatives influencing rail harmonisation include the Trans-European networks, EU Accession Issues, and the proposed regulation of public service contracts and passenger transport. The response of Ireland and Greece to the promotion of rail harmonisation is described. Suitable precedents now exist to encourage standardisation for capital projects and track access arrangements. A number of European case studies are briefly described. Recommendations include greater legislative initiatives at EU/State level, use of standard templates in key areas of contracts and greater contract harmonisation. Future developments could include the development of European templates for rail projects and establishment of a European Agency to spearhead the co-ordination and development of rail templates.
