The primary purpose of this report is to reduce the risk of young drivers and riders being involved in a crash. Young people aged 16 to 20 years make up only 7 per cent of Queensland's population, yet they account for 14 per cent of all fatalities and 20 per cent of all hospitalisations. This report, discusses a range of possible licensing restrictions on newly licensed drivers and riders. These restrictions include late night driving, passengers, vehicle power, towing and speed as well as the case for testing drivers and riders before they can exit to an open licence. It also discusses measures aimed at increasing the effectiveness of these restrictions including P-plates, two-stage provisional licensing and the use of safe driving or riding incentives. This report sets out our findings on all of these options, and complements the report from the first inquiry, Report No. 40, 'Reducing the road toll for young Queenslanders. (Author/publisher)
