Samenvatting
Youthful novice drivers are severely overrepresented in traffic crashes. Based upon experience and recommendation of knowledgeable licensing officials the NHTSA has designed a provisional licensing program for the gradual introduction of these young novices into the driving environment. This program is being field tested in Maryland.
