One common mistake often encountered in governmental privatization efforts is to assume that no supervision is required once the infrastructure moves into Design-and-Build, Turnkey, or Build-Operate-Transfer (BOT) procurements. However, many worldwide Turnkey/BOT projects ran into difficulties due to inadequate governmental supervisions and timely responses in the system implementation. Eventually, everyone suffers and has to pay for the added failure costs. This paper summarizes the needed Governmental Program Management Oversight (PMO) and knowledge management (KM) functions, including project planning, project management, financial management, construction roundtable, and quality assurance techniques, currently being used by the Federal Transit Administration (FTA), U.S. Department of Transportation (USDOT).
