Requests for traffic engineering changes in Los Angeles as an indicator of public participation are analyzed. About 5 times as many requests for traffic engineering changes in high-income while neighbourhoods with 1.9 cars per family as in low-income non-white neighbourhoods with 0.7 car per family were found. The level of participation depended on education, leisure, financial security, skills and knowledge, self-confidence, and perception of community problems.
