The Vancouver Island Highway Project is the largest project ever undertaken by the Ministry of Transportation and Highways of British Columbia. The project, valued at $1.2 billion, consists of design and construction of approximately 320 km of new and reconstructed highways between Victoria and Campbell River. A team to manage the Vancouver Island Highway Project has been assembled from the combined resources of the Ministry and the firm of UMA Projects, with a mandate to complete the project on time, on budget, and to the standards established by the Ministry. This paper, in addition to discussing team organization and functions, outlines the techniques and procedures adopted and developed for managing managing the Project, the principle legacy of this successful public-private partnership.
