A discussion of the purpose and basic findings of the HRB conference in 1973 is given. The conference grew out of the following two considerations (1) concern over the widespread and growing public discontent with urban transportation planning and programming; and (2) desire to utilize citizen interest to develop transportation systems that will meet demands for access and mobility and also contribute to the attainment of other community values and goals.
