This paper presents proposals for improving safety in the provision of school transport in Europe. A formula has been developed: zero anomaly, implying good equipment and qualified drivers, and compliance with the transport contract; zero delay, as lack of punctuality can lead to accidents; zero lag, by which information on any incidents is immediately relayed; leading to the target of zero deaths. The proposals for increasing youth transportation safety cover harmonised statistics; regulatory directives; improvement in stop zones; rules on one seat per child and prohibition of longitudinal seats; accessibility to transport for the disabled; harmonised security controls; improved vehicle signage; communication system between passenger vehicles and emergency services; driver training; youth education; and zero alcohol use.
