Public transportation operating standards are a body of guidelines concerning the manner in which operators provide service to the public. Most of the guidelines relate to routes, frequency of service, and, to some degree, financing. There is a need for a concerted effort to develop and codify a universal set of standards against which all transit systems can be measured and to provide the means by which data can be secured so that measurements can be made.
