Public-Private Partnership (PPP) in transportation has become a part of the policy of the Dutch government. In this theoretical paper, the potential impact of PPP on the development and execution of transport policy is explored. In defining the policy objectives PPP offers opportunities and threads. With a well-functioning government the objectives will be more complete and better balanced. With a less well-functioning government the danger exists that the public interest will be crowded out by private interests. In defining and using the policy tools PPP will cause more effectiveness and efficiency. (A)
