The reasons why Blackburn with Darwen Borough Council, UK, decided to include road safety in its Crime and Disorder Strategy are described. The history and development of road safety policies in the region are outlined. The Crime and Disorder Strategy had three main objectives in its first year (1999/2000): to reduce crime by 6%, antisocial behaviour by 3% and casualties related to road traffic accidents by 3%. The model for achieving these objectives had three main elements: involvement of stakeholder organizations, involvement of the right people, development of an action plan, and monitoring. Examples of the action plan and monitoring activities are presented. The trends associated with the strategy were encouraging. For the covering abstract see ITRD E123493.
