Samenvatting
The report presents a study designed to evaluate the effects on road safety performance of quantified road safety targets set by national or local governments. Effects of such targets have been evaluated by means of both before-and-after studies and multivariate analyses. Regrettably neither of these studies could be implemented in a sufficiently rigorous manner to allow for any substantive conclusion. The main conclusion is that the study is inconclusive. (A)
