Provision of increased safety for roads and a practical and defensible management regime for safety is a major issue for both local governments and Main Roads as road owners. Main Roads and the Queensland Local Government Association have developed the Roads Alliance for managing the local roads of regional significance (LRRS) network across Queensland. The Roads Alliance, in collaboration with ARRB, have developed the Road Network Safety Assessment (RNSA) tool. The aim of the RNSA methodology is to provide Roads Alliance members with a simple yet robust method to identify road safety issues across their networks, and ultimately develop a well prioritised works program to address the concerns identified. The process developed for the Roads Alliance involves a two-staged process: a network level risk assessment (RNSA) is completed to focus attention on high risk sections of road where the risk of crash and the associated treatment of that risk is expected to provide the greatest return; and the high risk sections are then investigated in greater detail to locate specific hazards and possible treatment options. The individual treatments are then analysed using the ARRB Road Safety Risk Manager to ensure the greatest road safety return on investment is achieved.
