While the traffic rates are growing it is becoming increasingly difficult for state and local government to maintain and improve the network to accommodate growth. The Queensland government has significantly increased road funding over the last decade. Roads are a big issue for local government. Local government spends about one third of its funding on roads. It is hard to get accurate figures, but a Local Government Association of Queensland inquiry on 2003 shows that while local governments are increasing funding for their road networks they are having trouble meeting demand for the road network. The Roads Alliance is a response to this problem. Who owns the road is not a concern of the road user. They look to government, whether it is state or local, to provide a road network that meets their needs. If state and local government shared the problem, they should share the solution.
