This paper examines the enforcement of traffic laws and its effect on road user behaviour. Reasons for non-compliance with traffic rules are discussed, how enforcement works and psychological explanations for this. Psychologists' contribution to enforcement, both currently and for the future, are set out. The paper does not suggest conclusions but poses five questions: what are the reasons for non-compliance and should subgroups of drivers be identified; what is the underlying psychological process relating drivers' perceived risk of apprehension with success of enforcement; how significant are attitudes and are they less important than psychologists believe; are psychological theories needed to improve enforcement effectiveness; what is the most useful advice traffic psychologists could provide?
