In pursuance of section 268 (7) of the Transport Act 2000, this circular gives guidance on issues that local traffic authorities in England must consider when deciding whether or not to designate a road as a Quiet Lane orHome Zone. The procedures for the making, variation and revocation of thedesignation of a road as a Quiet Lane or Home Zone, use orders and speed orders are provided. It is recommended that designated Quiet Lanes should have no more than about 1000 motor vehicles per day and that the 85th percentile speed should be below 35mph. Home Zones require traffic speeds below 20mph and fewer than 100 vehicles in the afternoon peak hour. They also require effective community participation. The establishment of use ordersand speed orders is outlined. Formal consultation is required before making a designation or speed order.
