In 1988 RAIL 21, Tracks into a new century, was presented as a look into the future. Now the circumstances for personal railway transport has been changed, responsibility for infrastructure and exploitation is separated. The need for infrastucture has become bigger, there is more flexibility wanted in management, operating costs are no longer financed, and there are more requirements as regards safety, speed, environment protection, and investments. This report discusses these problems and presents some recommendations for the modifications in RAIL 21.
