CCTV to observe traffic has been equipped in the long tunnel which Japan Highway Public Corporation (JH) constructs and maintains. The function of automatic incident detection by image processing technology is being added recently in these tunnels in order to detect incidents quickly such as vehicle stopping, low speed, or continuous lane changing. The images of tunnel CCTV contain more information. As the image processing system is very expensive, it is necessary to increase its effectiveness. The authors of this paper investigate Visibility Index (VI) measurement, luminance measurement and fire detection as multipurpose usage of image processing. This paper describes applying tunnel ventilation control system by using image processing for VI measuring.
