In the urban environment with growing concerns about the quality of life and spatial developments, a CTS could be a tempting solution. But how can a local authority judge upon the safety and reliability of a CTS? Different from the practice with road traffic, there is no possibility for certifications of the cybercar just because there is no driver present in the vehicle. From the range of functionalities that appear in a CTS, the risks are tracked down that are connected with the different components of each part of the CTS. Collecting these risks, provides a risk profile of the CTS. This - and the knowledge of the environment - will help the local authority to decide whether or not he is interested in the CTS.
