A methodology is presented which provides a simple analysis tool for assessing the impact of regional transit development policies on traffic congestion, modal split, air pollution, energy consumption and financial requirements. The methodology establishes an analytical relationship between the transit usage rate in a region, and the levels of exposure of the population to transit services.
