A mathematical model is developed for the run off of rain from the surface. With heavy rainfall the driver will decrease his speed because of lack of sight, but when the rainfall stops he increases his speed, but the rain is still on the surface for some minutes before the run off is completed. Therefore it is necessary to construct the roads such as the run off goes quicker.
