Many state and local governments are now facing highway maintenance expenditures that have reached the limits of available sources of funds. Efficient operations must be identified and implemented in order to reduce the rate of escalation of maintenance costs. Success will depend to a great extent on the adequacy of maintenance records available to a highway agency. This report of the Transportation Research Board describes records and reporting methods that are employed in the highway maintenance field. The systems used by eleven states were studied. Recommended features for recording and reporting systems are outlined, and research needs are discussed. /Author/.
