The report presents a review of the current status of recycling for road construction and rehabilitation. It assesses the extent of current use of various by-product materials and waste management and recycling policies in member countries. The interactions of various government agencies, environmental groups and private enterprise are focused on using technical, environmental and economic considerations as a basis. It also identifies several workable technologies ("winners") and provides information on specifications and technology for each. The study was started in 1995 by a Scientific Expert Group of the OECD Road Transport Research Programme as a follow-up activity to the 1977 OECD report entitled "Use of Waste Materials and By-products in Road Construction". The report consists of seven chapters. Chapter I presents the background, terminology and scope of the study. Chapter II assesses the extent of current use of road by-products with technical guidelines and specifications, environmental requirements, and new techniques being developed. Chapter III examines the current use of non-road by-products. Chapter IV presents recycling policies and strategies being pursued to promote recycling in member countries. Chapter V deals with strategies for implementing recycling. Chapter VI provides detailed technical information and some case studies which describe these winning solutions. Chapter VII presents a series of eight overall recommendations designed to better enable recycling efforts. Annex C provides a model partnering agreement for the introduction of by-product innovations.
