Red light camera evaluation study : implementation in Brisbane.

The Queensland Department of Transport has recently installed red light cameras (RLC's) at several signalised intersections within the Brisbane Metropolitan Area. This follows succesful trials and installations of RLC's in Victoria, Western Australia, South Australia and New South Wales starting in the early 1980's. The introduction of RLC's in these States has contributed to a reduction in the incidence of right angle accidents and the number of accident casualties which occur at signalised intersections. In September 1990, Arup Transportation Planning was commissioned to undertake a "before and after" study of RLCs in Brisbane. The pre-implementation (before) report was completed in January 1991. It outlined the survey design, data collection and analysis phases. This report compares that data with the results of surveys undertaken approximately 12 months later and discusses the impact of the introduction of RLC's. The aim of this study was to determine the impact of RLC's on community attitudes, red light violations and road safety within Brisbane. These impacts were quantified through an examination of intersections with (treatment sites), and without (control sites) RLC's installed.
