This article describes the design and implementation of a system of laser sensor technology to monitor red light violations in the state of Georgia, USA. Previous attempts to enforce traffic signal law had attracted negative publicity because of the fees imposed by the system operator. A fixed flat penalty operated by law enforcement officials is more acceptable to drivers. The system described, LaserCraft, does not require sensor loops in the road surface, reducing costs and disruption: the laser, camera, and controller assemblies are all mounted above ground. Rapid detection in all weather conditions is made possible through proprietary signal processing algorithms and techniques, and the cameras are capable of capturing accurate data at night without the need for flash light operation.
