Reduced BAC limit in Norway - less drinking and driving?

In January 2001, Norway reduced the legal limit of blood alcohol concentration (BAC) for drivers from 0.05 to 0.02%. The penalty for drinking and driving is a combination of imprisonment, fines and suspension of the licence. A survey was conducted of driver knowledge of the BAC limit and penalties and driver behaviour before and after the amendment. The majority of drivers realised that the BAC limit had changed. The percentage of drivers that would not drink before driving increased from 82% to 91%. The percentage of drivers likely to drive with a BAC above 0.05% was unchanged at 2%. No change occurred in designating a non-drinking driver on social occasions. The implications of the results for road safety are considered.
