The AAA Foundation for Traffic Safety outline project in 1995 was to initiate program development which could “reinvent” a more intensive, comprehensive, and effective driver education system, which in turn could lead to a significant reduction in novice drivers’ crashes. The project reviewed knowledge in a number of areas – driver education effectiveness, novice drivers' needs, methods of instruction and behavioral influence. It became clear that the traditional education model used for driver education is inadequate. Fundamental changes are needed in content, methods, and organization of driver education. The purpose of this paper is to describe potential new developments and synergies among content, methods, technologies, and organizational change needed to meet the demand for quality and a more effective role for driver education in the 21st Century.
