The introduction of asset management systems into a road authority requires a change in the thinking of staff managing those assets to enable the greatest benefits to be obtained by the community. The requirements of accounting systems and, in particular, legislation are strong drivers on road authorities to introduce asset management systems. The paper describes the recent Road Management Act in Victoria, Australia that places a statutory duty on road authorities to inspect, maintain and repair public roads. The paper also outlines the option, as provided in the legislation, for road authorities to have a Road Management Plan and describes the plan developed by VicRoads, the authority responsible for arterial roads. While the main thrust of the road management plans is risk based hazard reduction, the introduction of these Plans has seen an increased focus by road authorities on asset management systems and the development of maintenance standards.
