The relationships between speed, speed limits, and motor vehicle accidents : an annotated bibliography.

In general, the research literature shows that lowered speed limits reduce (1) the number of vehicles travelling at high speeds; (2) the mean speed of traffic; (3) the dispersion of speeds about the mean; (4) the number of serious- and fatal- injury accidents.
