The development and management of traffic safety programs is a complex function which typically involves a number of separate jurisdictions and responsibilities. The situation in Canada and in British Columbia is, if anything, even less centralized. In 1981, the Insurance Corporation formed the Traffic Safety Education Department to carry the broad message of traffic safety in all its varying elements to the public.
