Report on a national study of preliminary breath test (PBT) and illegal per se laws : effectiveness of PBT & IPS laws.

This report provides information for use by state governments or traffic safety organizations interested in obtaining passage of either Preliminary Breath Test (PBT) or Illegal Per Se (IPS) laws in their states to control DWI offences. The report sets forth the laws currently in effect and describes experiences with these laws in a sample of IPS and PBT jurisdictions, and discusses issues that would normally be addressed in a legislative analysis of alternative stuatutory approaches to control DWI traffic offences.
